Small business lending market is in a formative stage, and competition in this segment between the federal and regional banks exacerbated with each passing year. Some small regional banks have already seen a niche in the segment of lending to small businesses. According to the Association of Russian banks, many regional banks lending to small businesses accounted for between 40 to 90% of the loan portfolio.
In 2006, a quarter of all loans to small businesses, went to Moscow, 17.4% and 16.1% - by Siberian and Volga federal districts.

Study offers lending services for small businesses and private entrepreneurs conducted by BusinessVision among the 100 largest federal and regional banks in Russia, showed that 85% of the surveyed banks lend to small businesses. The study, conducted in 2006, only 78% of banks involved in lending to small businesses.
